Live jazz, blues, funk, and bossa nova fill the spaces amid the thought balloons and original drawings of Hugo Pratt’s comic-book sailor Corto Maltese. Starry-eyed Argentines wax nostalgic with locals and tourists for the occasional milonga, where professionals encourage amateurs to choose a partner and dance to the tango band.
