'Crash' helmer Paul Haggis wants Vince Vaughn to star in his forthcoming political drama 'Against All Enemies' (which we first reported on here).

Haggis wants 'The Break-Up' star to play Treasury Secretary Paul O’Neill in the controversial flick, which is based on Richard Clarke's memoir of his time as the White House counterterrorism advisor both before and after 9/11.

And while no deals have yet been sealed, Sean Penn is also reportedly in talks to play Clarke himself.

James Vanderbilt ('Basic', 'Darkness Falls') is currently penning a second draft of the screenplay, although there's no word yet on a start date.
