Amid turbulent events in Puerto Rico, in 1978, TV reporter Irving uncovers the hand of the FBI in killings intended to influence the local elections. There might be a sound documentary to be made from this material, but between the fact and the drama Barreto's film falls oddly flat. Watch out for Phillips cast against type as an eccentric heavy, but blink a couple of times and you'll miss Duvall and Garcia - strongly billed, barely featured.Author: TJ
