From Time Out Film Guide

A robbery in a Rome apartment block is followed a few days later by the murder of the robbery victim's neighbour. Are the cases linked? Inspector Ingravallo and his team investigate. This is a very Mediterranean sort of murder hunt, full of complicated disruptions and humorous asides, with everybody talking at once. Germi the actor (Ingravallo) is good at irascibility, his chief mode as he endures devious suspects, bumbling colleagues and a girlfriend (who we never see) demanding attention. Germi the director does his best to maintain narrative clarity against the compulsory obfuscations of the whodunit form.
