From Time Out Film Guide
Neglected by his parents in favour of his older brother, 11-year-old Preston (Bonsall) wants money and his own house for his birthday. His wish is granted when crook Quigley (Ferrer) drives over his bike, since damages consist of a blank cheque; but when Preston fills in the amount as $1 million, he gets more than he bargained for, bringing both Quigley and the FBI down on top of him.
