Quinlan (LaPaglia) is a cop on the verge of a nervous breakdown. He is separating from his drunken wife, who hates that he's honest but poor, and suspicious of his best mate Church (Weaving), who's dishonest but rich. After a bout on the bottle, which gets him passed over for promotion and suspended, Quinlan goes in with Church, but simultaneously dishes the dirt to crusading journalist Reynolds (Kelly Dingwall) who passes on the info to nice guy Ferguson (Otto) of Internal Affairs. A somewhat involving but on the whole rather heavy-handed thriller on the theme, 'Who will watch over our protectors?'
