From Time Out Film Guide

Set on one of the bleak Aleutian islands off the coast of Alaska, this is not in fact a Disney film but it has the formula down pat. Boy loves seal. Dad hunts seal. Boy hates dad. Dad sees light. Stir in some postcard scenery, plus some guff about the golden seal's magical ecological properties, and that's about it.
