From Time Out Film Guide

One of the floppiest of Lord Grade's expensive flops, a would-be blockbuster limply adapted from Clive Cussler's bestseller about a secret operation to recover a haul of 'byzanium', reportedly in the hold of the 'Titanic' when it sank in 1912, and now urgently sought to fuel a defence system codenamed 'The Sicilian Project'. Naturally the Commies get in on the act, and apart from a brief perk-up during the actual raising of the ship, the whole thing founders dismally in a welter of ludicrous dialogue, routine love triangle, and desperately dull action.
