Dim attempt to re-establish Hong Kong's international reputation. Mitchum plays a discredited agent who acts as liaison between ageing Triad boss who wants out and the US Drug Enforcement Agency. Results are predictably bloody, but with no one thinking beyond set pieces and international locations, the film quickly stagnates in its own violence.
