Saturday Night Live alumnus Schiller wrote and directed this oddball first feature, a glimpse of a future where the Port Authority now rules New York City with an iron hand, and where young Galligan, having failed the regulatory artist's test, is sent to the traffic department. The film soon descends underground (where veteran Sam Jaffe holds sway) before heading to the moon for further adventures. Not all of the invention hits the target, but the film's determination to go its own way is not unendearing, and there's a succession of star cameos to prick the interest.
