Years before the Shogun millions rolled in, Clavell was the writer and director of some distinguished movies, like this one. Eighteenth century England is recreated with care as government agent Baker (who also produced) shakes down notorious highwayman Jack Sheppard, but the film never gets over the fact that some bright spark cast Tommy Steele in the lead.
