An Ottawa diplomat arrives in El Salvador after a coup to find that the Canadian housing project for the homeless has been taken over by soldiers and prostitutes. Though it doesn't shrink from the brutalities of civil war, this is not an action movie, but an intelligent investigation of the nature of Western aid, the hidden political agendas that control its distribution, and the desire of these 'victims' to determine their own future rather than just gratefully accept hand-outs.Author: DW
