Henry Kissinger and the US secret service's involvement in the militarisation of Latin American politics during the '70s and '80s, notably the September 11 coup in Chile, is well documented. In its loose ended way, this polemical documentary furthers the story, profiling the alleged Operation Condor, a collaboration between the region's dictatorships to exchange counter-revolutionary information, prisoners, the latest torture methods and more, facilitated by the US intelligence agencies and Interpol HQ in Paris - 'the first criminal association organised by states' (well, perhaps), Writer/director Vázquez zigzags around the historical basics, personal testimonies of loss and torture, continuing research into Condor, a surprising variety of interview subjects, right up to America's own September 11. The net effect is of notes in progress, intermittently compelling, but too discursive really to nail any new points.
