Check out the expense-account crowd at this Downtown institution, with patio dining that's oh-so-New York. Chef and owner André Rochat (also of Alizé), a local legend of sorts, serves French haute cuisine accompanied by a world-class wine cellar (though with few bargains). The Monte Carlo branch even has a plush cigar and cognac lounge.
