Time Out says

‘A Turtle’s Tale: Sammy Adventures’ was one of the least distinguished animated films of the past decade, a visually spectacular but generally tedious account of a young turtle’s life story, from the egg to peaceful old age. The film’s most serious flaw was a truly dreadful English dub, which led to Hawaiian policemen having Cockney accents. This sequel sees Sammy and some of his grandkids caught by a team of scientists for their underwater aquarium, leaving another group of grandkids – plus their octopus pal – to bust them out. If it sounds a little like ‘Finding Nemo’, that’s no surprise: the first instalment played on memories of that far superior film. Expect more poorly translated sub-Pixar nonsense this time around.
