Time Out says

Based on fact but a typical Cagney actioner for which, playing a newspaperman in Japan during the late '20s who uncovers a dastardly plot to conquer the world, he added martial arts skills to his usual two-fisted armoury. Marred by crude Jap-baiting propaganda and a silly romantic complication (Sidney as a Chinese American spy) but fun.
