Time Out says

Comedy-adventure with a hit-and-miss list of Disney ingredients: street-smart (formerly 'spunky') Jodie Foster, Uncle David Niven wearing eccentric disguises, sweet Ms Hayes, winsome orphans, a slapstick climax. Candleshoe is the stately Warwicks manor occupied by Lady Gwendolyn, her butler and her multi-racial brood. The problem of its upkeep would be solved by the discovery of the treasure buried by a pirate ancestor; Foster, the delinquent double of Hayes' long-lost granddaughter is imported by the villains to find it first.
