Time Out says

A fascinating, visually splendid film about the massive annual migration undertaken by Persia's Bakhtiari tribes in search of fresh pastures for their cattle. Due partly to some pretty awful intertitles ('Brrr. The water's cold!') as the nomads make their journey through fast-flowing rivers, across snowy glaciers and so forth, partly to the suspicion (encouraged by statements from the Persians themselves) that the odyssey was made more difficult at the insistence of the film-makers to render it more dramatic and picturesque, the film doesn't exactly fit the notion of a modern documentary. None the less, if viewed as a Herzog-like tribute to man's courage, determination, and ability to tame nature without destroying it, the film has an impressive scale and poetry.
