Time Out says

Due to budget cuts, one of the two police academies in the state has to close, so Lassard's graduates come back to help out. The slim plot is a feeble excuse for a series of set pieces, some of which can be seen coming even before the opening credits roll, and a handful that are genuinely funny. Guttenberg (who cut his teeth on Diner) is a natural comedian, but it's Goldthwait who impresses most with a truly awesome performance as Zed, the acid casualty cadet.
