Time Out says

Colourful campery with Donlevy baring his manly torso as a martinet Russian naval captain striking terror into his fledgling crew. Among the musical comedy sailors is Rimsky-Korsakov (Aumont), soon to unearth his muse (De Carlo) dancing in a Moroccan dive, transport her (disguised as a cadet) to the St Petersburg opera, and write his immortal melodies for her. Typical Hollywood tripe, presumably tongue-in-cheek but done with more verve than wit.
