Time Out says

Without director Ralph Bakshi, and now bearing almost no resemblance to Robert Crumb's original, this animated sequel to Fritz the Cat is woefully inept. A stoned Fritz fantasises his way out of his welfare and tenement existence. Kissinger makes a telling appearance; but Hitler as an anaemic-looking Pink Panther, and a time-filling photo montage sequence are better indications of the film's true level.
