Time Out says

After tributes to real-life cops Popeye Doyle (The French Connection) and Frank Serpico, comes this rather directionless homage to two New York rookie cops who spent their off-duty time busting the Bedford-Stuyvesant drug trade. Instead of analysing the motives of the duo, the film opts for investing them with a semi-mythical standing (constant comparisons with Batman and Robin) that avoids the need to probe why they do what they do (perhaps wisely, given the implausibility of the very similar Serpico). As such, a comedy adventure that occasionally cranks into life, especially in its amusing look at the totally baffling and conflicting investigations made by various departments (The Knapp Commission, the Police Department's Division, the CLU, the DA's office, etc.) into corruption within the force. As for the two cops, one looks like Phil Everly, the other like something from a Cheech and Chong album come to life.
