Foreign fighters are travelling to Syria and Iraq on an unprecedented scale, according to a recent United Nations report. In the UK a new Counter-Terrorism and Security Bill that proposes temporary exclusion orders and the power to seize the passports of terror suspects has been met by concerns that it threatens civil liberties. An expert panel will debate the new bill and the measures it sets out. Among those discussing the issue will be Shiraz Maher, senior research fellow at the International Centre for the Study of Radicalisation and Political Violence at Kings Collage, and Moazzam Begg, who was held at Camp X-Ray, Guantanamo Bay. Subsequently released without charge by by the US government, Moazzam Begg faced imprisonment by the British government on charges relating to Syria, which have now been dropped.
