The city of Monterey Park fills to capacity every weekend with Chinese families doing their shopping and eating dim sum. If you're after the latter, Empress Harbor is a great bet: it's a huge place, but service is brisk and the food is very decent. The English-language skills of the servers are only moderate, but that's nonetheless a step above many other restaurants in the area.
