    Sex offenders

    There are 26,335 registered sex offenders living in New York State, and more than 5,670 residing in New York City. Some 1,300 are considered at high risk to commit another crime. Are any near you?

    While the New York State Senate recently passed legislation that could prohibit sex offenders from visiting certain social-networking websites, there is currently no state law that restricts where they can live. In an effort to keep offenders away from children, some officials have pushed for laws that would forbid them from living within 1,000 feet of schools and parks. But that too has consequences. “When there’s a great degree of restrictions on sex offenders, it becomes almost impossible for them to find an accepting neighborhood, and they wind up being homeless and then even harder for us to track,” says Richard Krueger, M.D., medical director of the Sexual Behavior Clinic at the New York State Psychiatric Institute. Despite the lack of official regulation, the traceable offenders seem to take up residency in clusters. “This is often because of socioeconomics,” says Krueger. “They tend to reside in less-expensive areas where there may be less of an organized neighborhood.” Here’s a look—plotted by density and zip code–at where the sex offenders live in four out of five boroughs. It does not include incarcerated offenders.

    Brooklyn has the most sex offenders in NYC. There are more than 70 offenders in the Bushwick area (11221), and another 50 or so in Bed-Stuy’s 11233. “You cannot come up with an analysis on why sex offenders live where they do based on geographics alone,” says Jamie Fellner, senior counsel at Human Rights Watch. “If the sex offenders are poor, they may live in a neighborhood where there are poor people. Or if they are black or immigrants, they may live in those neighborhoods. But they don’t move somewhere just because there are other sex offenders living there.”

    According to a 2007 study commissioned by the office of Rep. Anthony Weiner (D-NY), the Bronx has the highest ratio of sex offenders to residents (1 per every 2,736 people), and 89 percent of the borough’s highest-risk offenders live within five blocks of schools. “It is the local prerogative of communities to enact restrictions,” says Janine Kava, deputy director of public information for New York State’s Division of Criminal Justice Services. “Clusters may vary as a result of local laws that have been passed.”

    There are about 25 offenders living in the same zip as the Apollo Theater (10027).

    There are three offenders living near the Chapin School (10028). and one living near the Spence School and Dalton School (10128).

    There are zero offenders living near the Empire State Building (10118), and only one near Ground Zero (10007).
