This city may have its share of dollar tacos, but Mexican restaurants with more serious ambitions usually come at a higher cost. One of the rare exceptions is Mesa Coyoacn, the homey spot where chef Ivan Garcia prepares vibrant—and affordable—recipes typically found in the neighborhoods of his native Mexico City. A $10 tomato-based ceviche comes generously loaded with plump shrimp, tender scallops and pristine raw oysters. Entres, which average around $13, include unique items like a poblano pepper stuffed with pork, peach, pear and apple. For cooking this good, you'd have to fly to the Distrito Federal to pay less.
