Time Out says

If you’re looking for the goofy side of Tokyo, this should be your first stop. It’s run entirely by ‘Mark’, the Japanese equivalent of Robin Williams, whose crackpot behaviour has made Kagaya famous. The drinks menu features beverages and country names. Choose one of each and Mark will disappear into his magic cupboard to re-emerge in a costume that reflects your choice. Drinks come in glasses that move, shake or make noises, and serve as the prelude to games such as table football or Jenga. You can also, if you wish, dress as a frog or giant teddy bear. Mark also dishes up home-style Japanese grub, with a billing system that’s explained by mime. It’s a small place, so reservations are recommended.
