Time Out says

Shimokitazawa is home to one of Tokyo's most novel local variations on the annual ritual of Setsubun. There'll be plenty of bean-throwing going on this weekend, but that isn't the highlight of the Shimokitazawa Tengu Festival – rather, it's the parade on Saturday afternoon, in which a giant, bright red tengu head is carried through the streets, accompanied by children in goblin masks. On Friday night, you'll find plenty of food and drink stalls lined up along the Ichibangai shopping street.
