Introduction to the Uniform Consumer Credit Code - A Payday Loan Primer

This CLE will provide a brief overview of Colorado's Uniform Consumer Credit Code. It then will introduce attendees to one type of credit product, payday loans, and Colorado's efforts at regulating payday lending via the Code's Deferred Deposit Loan Act.

Paul Chessin is a former Senior Assistant Attorney General in the Colorado Attorney General’s Office. He joined the office in 1998. Beginning in 1999, he was the sole, and since October 2007 was the senior, litigation attorney in the Consumer Credit Unit of the Consumer Protection Section. He prosecuted cases under Colorado’s Uniform Consumer Credit Code, Fair Debt Collection Practices Act, and Consumer Protection Act. He is the author of Borrowing from Peter to Pay Paul: A Statistical Analysis of Colorado’s Deferred Deposit Loan Act, 83 Denv. U. L. Rev. 387 (2005).

Before joining the AG’s office, Mr. Chessin clerked for a Colorado appellate judge, took a 6-year hiatus from the practice of law and worked as a professional ski patroller for a major Colorado ski resort, and, from 1979 to 1991, practiced corporate/commercial litigation in the private sector in several law firms in New York and Colorado. A 1975/76 graduate of Harvard College (magna cum laude in physics) and a 1979 graduate of Harvard Law School, Mr. Chessin is admitted to practice in New York and Colorado. He is a retired volunteer firefighter.
