Time Out says

Can You See Our Lights: Festival After the Tsunami (NHK, 2011). Mar 5, 8pm.
Many places devastated by the disaster of Mar 2011 couldn’t hold their centuries-old festivals. The people of Rikuzentakata decided to go ahead instead.

Light Up Nippon (Kensaku Kakimoto, 2011). Mar 7, 8pm.
The project ‘Light Up Nippon’ was carried out five months after the Great East Japan Earthquake. The locals collected donations to set off fireworks at ten severely damaged areas in Japan to cheer up the communities there.

Fukushima Hula Girls (Masaki Kobayashi, 2011). Mar 7, 9pm.
Iwaki city has a beautiful resort hotel called Spa Resort Hawaiians located next to the Fukushima Nuclear Power Plants. After the disaster, everyone including hula dancers try to rebuild the resort as the first step of reconstructing Fukushima.
