Time Out says

This fascinating, prophetic film follows a bizarre encounter between the American corporation AES, owners of the privatised (ex-Soviet) Georgian electricity network and keen to have the recently independent nation pay for its heat and light, and the Georgians themselves, equally energised to avoid doing so. What complicates the scenario is that the liberal AES folk are a long way from the corporate bogeymen of fable, and there's no doubting that the Georgian grid is in terrible shape. What's most telling, however, is the almost complete absence of the government in navigating through the developing difficulties. The film explores the most important infrastructure relationship in the industrialised world, and finds the future decidedly dim.
