Time Out says

McNaughton's second movie (following Henry: Portrait of a Serial Killer) is a low-budget sci-fi shocker about an Earth-bound, 'genetically devolved' alien whose modus operandi is not unlike the host-seeking creature in The Hidden, only messier. Instead of invading a human body, the mutating monster simply rips the head off some unsuspecting Earthling, squishes it down on its shoulders, and goes about its business. Meanwhile, smart-mouthed female cop Chong is chasing an escaped psycho, the two plot threads coming together when the killer and the headhunter meet up and form a gruesome, deadly composite. Henry it ain't, but this black comic gore fest has its moments, the best of which are reminiscent of Stuart Gordon's Re-Animator.
