Ditching the cops-in-cars angle of its predecessors, this teen-themed sequel treats reckless pedestrian endangerment like a high-school rite of passage. Racing reprobate Sean (Black, whose molasses drawl is a highlight) is shipped to Tokyo to reform, but gets caught up with a gang of cartoonishly inscrutable speedsters and a Yakuza Movies for Dummies subplot. Abject inanity is a given, lazy xenophobia isn’t: This could’ve been the Citizen Kane of Japanese-parking-garage race-car movies if it didn’t feel like one long, loud ethnic slur.
