Time Out says
The Regional Open Circuit (ROC) is designed to promote and develop strong regional tournaments for the Open/Division I-A fencer who seeks competitive opportunities beyond the local and sectional level but below the NAC Division I level.
Points are awarded to the top 32 places at ROC events, however, the ROC points list is separate from the National Rolling Points List. (Foreign fencers may compete though they are not counted as part of the field for qualification purposes as they can not fence summer nationals)
The Dean Alexander Memorial 2015 is a USFA Regional Open Circuit sponsored by Fencers Club of Arizona. Those who place in top 8 of this ROC, eligible and not already qualified, or are on the current season’s Division I-A Regional Open Circuit point standings at the regular fee
entry deadline for Nationals with at least 1000 points will qualify for DIV 1A at nationals. Top 10% (with mininum of 4)of the Div 2 competitive field qualify for 2015 Div2 National Championships. Fencers who qualify for Div2 and meet classification requirements for Div3 will also qualify for Div3. Foreign fencers with current FIE license can participate but foreign fencers are not eligible to compete in USFA national championships, therefore foreign fencers finishing within the qualifying group will be skipped and the next highest finishing eligible domestic fencers will qualify. Auto qualifiers will be skipped and the next highest finishing eligible fencer will qualify.
