The government's Agency for Cultural Affairs has been running this annual fest since 1997, and it's notable for putting serious artwork on an equal footing with anime, manga and 'entertainment' (which includes video games, music videos, toys and what-have-you). This year's award-winning works will be put on display at the National Art Center, Tokyo, in a free exhibition that's likely to do more favours to the video pieces – like Yoshihiro Yamamoto's Grand Prize-winning 'Plain Voices', pictured – than the winners from the manga division.
