Time Out says

Unlike traditional art festivals where installations are returned to the artists or transported to other exhibitions at the end of the event, the Tennoz Art Festival is an ongoing project that involves transforming the bleak and businesslike walls of Tennozu into colourful artworks that breathe new life into the district. The festival is now celebrating its fourth year of vibrant murals and street art with the addition of eight new display locations around Tennozu Isle in addition to the 13 pre-existing venues. 

The new artworks were selected from an open call conducted earlier this year and involve designs for public dustbins and planters as well as floor-to-ceiling paintings. These include Shusaku Sato's stunning mural of a water buffalo titled 'Purification' and a series of planters painted to look like fantastical aquariums by Mikoto Kinoshita and Sora Tsuda. 

The core exhibition is open until December 31, but many of the works are expected to be on display until spring 2023.
