Time Out says

Kanagawa prefecture’s biggest Halloween event goes online this year due to the Covid-19 coronavirus pandemic. Usually famous for its massive Halloween parade that attracts 100,000 spectators every year, Kawasaki Halloween is calling on fans of the spooky season to upload videos showing off their costumes on TikTok, Twitter, Instagram, Facebook, Line and YouTube. You can upload your videos with the hashtags #oneworldhalloween and #kawahallo2020 until October 31.

There’s also a worldwide costume contest, with a grand prize of ¥500,000 cash. In order to participate, you’ll need to submit a short video of you and your friends or family wearing creative Halloween costumes by October 25. Winners will be announced on October 31 during a special live broadcast.
