Time Out says

Gibson, a former employee of BBC TV, attempts to enter his low-budget rally movie in the mini-disaster stakes. Motorists and motor-cyclists roar round Manila, while sweaty promoter (Hagman) strives to drum up excitement at base, dealing with a string of implausible catastrophes. Documentary footage of floods and car crashes constitute the film's most spectacular moments. A hilarious song ('Checkered flag or crash/Going for the heavy green/There ain't no in between/So do me right, you damned machine') momentarily enlivens an otherwise thoroughly moribund venture.
