Time Out says

Seagal, the po-faced eco-warrior turned self-mocking action hero, plays a loose cannon detective who's busted to street cop in Detroit's toughest precinct. His improbably beautiful boss (Hennessy) warns him against any 'Lone Ranger stuff', but he's no team player. Meanwhile, $5m worth of heroin has been lifted from the precinct's property vaults and there are more suspects than he can shake a nightstick at. Bartkowiak directs with the same flashy, kinetic energy he brought to Romeo Must Die, rendering the overplotted storyline virtually incomprehensible. On the plus side, Seagal's role as the underdog keeps him on a tighter lead. This Joel Silver-produced package frontlines handsome HipHop artist DMX as a cool nightclub owner, with strong support from Anderson as his comic sidekick and Washington as Seagal's partner. Sadly, the corrupt cops and one-dimensional villains bring new meaning to the phrase 'as thick as thieves'.
