Time Out says

Dekker's third instalment also comes third in terms of merit. In tune with the times, the techno-violence here is tempered with appeal to 'family' values. Omni Consumer Product Corporation are now in uneasy alliance with the Japanese multi, Kanemitsu. Debts and permanent crisis have forced them into an ambitious city-building project, Delta, which requires the clearing of the remaining city-centre communities of Detroit. Meanwhile guerilla gangs make life hard for underground groups of determined hippie-like evictees. When RoboCop (Burke) finds himself in loco parentis to kid Nikko (Ryan), he also finds his loyalties and martial arts skills siding with the homeless. The familiarity of the high-armour shoot-outs and sfx-assisted set-pieces make most of this sequel feel surprisingly low-tech. Not bad entertainment, though.
