Time Out says

Already in production before the first film went ballistic, this is a direct sequel which fills in gaps in the story-so-far (a long flashback reveals how the Jordan Chan character Chicken got ahead during a period of exile in Taiwan) and goes on to chronicle a large-scale clash between the Hung Hing gang and Taiwan's San Luen gang over control of a new Macau casino. The main hero Ho Nam (singer Ekin Cheng) rises to the rank of branch leader in this episode, but much of the focus is on the high-baroque supporting roles, notably the femme fatale villain (Chingmy Yau). The incidental exposé of the links between triads and politicians in Taiwan is daringly forthright.
