Time Out says
The disaster movie returns. Manhattan: a motley group - including a lonesome gal (Brenneman) and a dog - is trapped in an tunnel beneath the Hudson. After a garbled mishap involving joyriders and trucks carrying nitroglycerine, they face further explosions, flood water and panic-induced bickering. Their survival depends on the heroic efforts of Stallone; they're lucky to have him, since he trod this line of work before, until taking the rap for an earlier fatal incident. Director Cohen keeps the vehicle cruising in fourth gear, hoping the audience won't get too impatient with the familiar scenery. Big, efficient, mindless entertainment.
