Time Out says
A cheapskate sequel to a Top Gun rip-off, with veteran flyer Colonel 'Chappy' Sinclair (Gossett) heading a top-secret combined US/Soviet mission against a common Arab enemy. The villain this time is Iran, apparently only two weeks away from nuclear capability. Circumventing attempts by hawkish top brass on both sides to sabotage the mission (and thereby Soviet-American military cooperation) by assigning a bunch of rebel, misfit flyers, Chappy and his Soviet counterpart get together, disobey orders, and launch an unofficial attack on the Iranian missile base. While the conciliatory attitude towards the Soviet Union is a welcome development, the drippy romance between macho US pilot Humphrey and glamorous Soviet fly-girl Brandon is entirely dispensable. Long on clichéd characters, ludicrous dialogue, and flying sequences accompanied by nondescript rock music, but short on credibility.
