Time Out says

In this stultifyingly inadequate black comedy, a bump on the head turns Kevin Bishop’s previously meek cycle-riding bobby, Baz, into a vengeful killing machine with a zero-tolerance attitude to wrongdoing. A rioter is brained with the flat-screen telly he’s just nicked, while Bulgarian sex-traffickers, suicidal junkies and shoplifting old dears all come in for merciless treatment. To which the only possible response is sheer open-mouthed shock. If this is supposed to be funny, it’s about as amusing as a taser to the genitals. If it’s a comment on the purportedly fine line between justice and vengeance, it’s simply laughable. Or it would be if there were a single titter in the entire 87 minutes.

Being charitable, the film does pretty well by its evidently tight budget, filling the screen with fake social-media graphics tracking Baz the enforcer’s Twitter feed. Again, though, whether this is satire or a cautionary tale is never clear. And given the incendiary material, it really should be. A strong early contender for worst film of 2013.
