Time Out says

Much less elusive than Okuhara's debut Timeless Melody, but still not exactly plot-heavy, this chronicles the shifting relationships between four young people (two boys, two girls) one summer by the sea. Both girls and one of the boys are just visiting; the main focus is on the kid who lives in the sleepy seaside town, working as night-clerk in the hotel, hung up on both girls and deeply jealous of his friend's success with them. There's an interesting tension between the film's formal precision and the desultory nature of much of the action; it lifts the film above the ruck of 'freewheeling' youth pics and allows Okuhara to get to grips with adolescent fears, rivalries and solipsisms.
