Time Out says

One of the largest mosques in Japan, Osaka Masjid in the quiet Owada neighbourhood is distinguished by its mint green facade and ornamental dome above the entrance. The three-storey structure, a former vocational school, houses a halal grocery store on the ground floor, while the prayer room is on the third floor. The latter fills up with devotees from throughout the Kansai region every Friday.

Anyone is welcome to shop at the grocery, which is well-stocked with herbs and spices in addition to halal meat. There’s also a halal-certified restaurant nearby.
