Maryland and Oregon both have unique approaches to delivering health care. Maryland uses an all-payer hospital payment system, and Oregon uses Coordinated Care Organizations to provide Medicaid. Former Democratic governors of these two states will discuss how their states' experiences can inform national efforts to provide better care to more people for less money.

Martin O’Malley, is former governor of Maryland and a 206 Democratic presidential candidate. When he was mayor of Baltimore, TIME Magazine named O’Malley “one of America’s top five big city mayors.” Unique in the United States, Maryland continues to use an “all-payer” hospital payment system that has reduced the rise of hospital costs.

John Kitzhaber, MD, is former governor of Oregon and an emergency room physician. He was previosuly president of the Oregon Senate and authored the Oregon Health Plan, which he helped implement as governor in 1995. In 2013 Modern Healthcare Magazine ranked Kitzhaber number two on the list of the “100 Most Influential People in Health Care;” and number one the list of the “50 Most Influential Physician Executives."
