Time Out says

Japan's tireless anime designers can evoke an awesome scope when their stories merit the effort. Yet more often than not, the results resemble something like this stock heroic tale enlivened by an uncommon setting—1860s England—and the retro appeal of watching a fantasy that's more gruntingly mechanical than sleekly electronic. Steamboy appears to be posing an ethical dilemma about the uses of technology, but the movie's final half hour of bloodless destruction truly reveals what side the film is on: Blowing stuff up is cool, kids.
