It is stupid cold outside. We're talking cover-your-face-and-ears-with-a-hefty scarf-but-still-can't-breath kind of cold. The kind of cold that freezes rivers over. The kind of cold that leaves hundreds of Chelsea residents without power because the record breaking temperatures caused an outage, according to an online Con Edison map.
