Dr. Kelly Victory is a residency-trained, board certified trauma and emergency specialist with over 15 years of clinical experience. In addition to clinical practice, she served as theChief Medical Officer for Whole Health Management, delivering on-site health and wellnessservices for Fortune 500 companies until the Company was acquired by Walgreens in 2008.
Dr. Victory is an expert in disaster preparedness and response, and the medical management of mass casualties. She is a member of the National Preparedness Leadership Initiative, a combined effort through the Harvard School of Public Health and the Harvard Kennedy School of Government to develop “meta-leaders” for disaster preparedness and crisis response. As part of that initiative, Kelly has worked closely with officials from the Department of Homeland Security, Health and Human Services, the Department of Defense, FEMA, and multiple branches of the military to improve national crisis response plans and capabilities.

Dr. Victory teaches Mass Casualty Incident Command Systems (MCICS) courses across the country, focusing on the core areas of Active Shooter Tactical Response and Rapid Evacuation; Hospital Surge and Evacuation; and Leadership in Times of Crisis.

Kelly is also an expert on healthcare policy and the “ObamaCare” bill. She makes frequent appearances at political events and on talk radio shows across the nation to discuss healthcare and the impact of recent reform legislation. Over the past decade, Dr. Victory has written on healthcare policy for a number of senators, congressman and governors, and has advised both private and public companies regarding their employee healthcare plans.
